Recently the iClound Windows app asked me for a password again and logging in doesn't work... it opens some window in background saying "404 not found", and after some time of "spinning the wheel" says that unknown error occured. How do I fix it? Seems like Apple side problem.

Actually I found out that it behaves like I have described in original post when you enter wrong password.
I booted iCloud on my pc today and logged in. It worked just fine now…
unsure if there was a temporary daily lockout or something like this…
