Garage Band for new iPad 9th gen initial download glitchy

I'm trying to download Garage Band to my new iPad. I've never had it before, so this is an initial downliad/opening. For several attempts the only thing the App store offered was to update it, and when I tried that, a screen would read that the app had been used under a different Apple i.d. Then suddenly the icon downloaded, but it opens to a black screen. I can long press on the tile and a workinf menu cones up, but I get nowhere with it. What's going on and how do I get this built-in app to function correctly?
