Because iOS 18 is a very, very early beta, thus not available to the public. Check again in 3-4 months.

To update your phone to iOS 18, you will have to sign up for their Apple Developer Program. There, you will access the beta version, but please be aware there could be bugs and glitches. The release to all compatible iPhones will be sometime this Fall/ Autumn (Northen Hemisphere) or Spring (Southern Hemisphere)
