You should be able to use the same phone number, although Apple may have an unspecified restriction. Not everybody in the world has their own telephone so they have to anticipate some duplication.
Apple doesn't appear to have a limit on accounts created on the web (though who know if in practice you could encounter some). However, web accounts may have to be authenticated for additional use and then you may run into limits. How to create a new Apple ID - Apple Support
