Parental controls suddenly on iPad and iPhone
My iPad and iPhone somehow have parental controls on my phone I don’t ever remember my mom putting them on there it caused my App Store and 12+ apps missing even though I am almost 12

You should ask your mother. It's possible that she has recently added them.
