Hi,
One way is to put a background in the timeline. Overlay your title. Then use the Picture in Picture feature to overlay your graphic and position and size it as you want.
A gif will work as well as a jpeg. However, a gif will import into iMovie as a still pic with no motion To get an animated gif you would need to put it on your desktop, open it by selecting it and pressing Command-y, and then taking a screen recording of it using the Command-Shift-5 feature of iMovie. Import the screen recording into iMovie and overlay it as described above.
You can also add an emoji to the title field when typing in your text. You would click on Edit/Emoji and Symbols.
