How or WHO can I get to reset my password?
I refuse to believe it can’t be done. There is someone, somewhere that is just that inclined in technology or a technically inclined geek squad that is able to get around apple security for the right price. I just have to find them.

That can only be done by using another Trusted Device. This extra layer of protection will result in you no longer being able to access your account if you forget this key or no longer have access to another Trusted Device. This is explained clearly in the Support Article:
This gives you more control of your account recovery methods and can help prevent an attacker from gaining access to and taking control of your account. However, if you lose your recovery key and can’t access one of your trusted devices, you'll be locked out of your account permanently.
