Setting up F13-F19 | Your keyboard cannot be identified

Upon reinstalling Sonoma I got this message that "Your keyboard cannot be identified" but yet I was typing on it the entire time I was reinstalling the MacOS. I see the Magic Keyboard in the bluetooth settings and I am typing on it now but not seeing how to set up F13 through F19 but don't see how to do this and I am wondering if its because the keyboard is not recognized by pressing the key to the right of the left shift key.

Any help is greatly appreciated.

Mac mini (M1, 2020)

Similarly Using Keyboard Setup Assistant and an Apple Wireless Extended Keyboard A1843, I get, "Your keyboard cannot be identified. You have pressed a key on your Apple keyboard. Please press the keys on the keyboard that can‘t be identified."

What is that supposed to mean?

F14 & F15 act like F1 & F2

F11 acts like F3

Solved my Function Key "problem" though I still get "Your keyboard cannot be identified..."

Selected System Settings> Keyboard the "Keyboard Shortcuts..." button and turned off Function Keys> Use F1, F2...etc.

Note, I have tried "Forget This Device..." and also tried hardwiring w/ Lightening cable. And nothing changes.
