Outlook for Mac not importing emails and deleting them from webmail when opened

I am having a nightmare with Outlook for Mac after reinstalling Outlook.
Problem 1: When I open Outlook for Mac on my MacBook Air, the emails are deleted after a couple of minutes from my webmail. If I do not open Outlook, the emails are not deleted on webmail.
Problem 2: I am not receiving new emails on my Outlook for Mac. I did a reinstall of Outlook for Mac and it pulled in 68,000 emails but only up to the 22nd March and now does not pull in any new emails. The emails come in successfully to my webmail.
I have contacted my email provider. There are no issues. I have contacted MS, and tried everything with no resolution.
I am going to have to throw my MacBook Air in the bin, get a new PC with Microsoft Windows OS as I can't receive emails.
If Apple can't produce a laptop that is compatible with MS software (or vice versa), I will have to leave Apple and get a Windows OS PC where there are no issues using MS Office applications.
HELP PLEASE.
