Why did iMovie remove the chapters feature? I am a designer and I am making an instructional video for work and because this chapters feature no longer exists, I have to make a ton of different versions for the videos. I feel like the product design team failed to account for this unique usecase.
Separately, is there a work-around for this?

No one but Apple knows for sure why chapter markers were removed from iMovie 10. My guess is that once iDVD was discontinued (13 years ago) it no longer made any sense to retain chapter markers. The primary use-case back then was iMovie->iDVD->burn DVD and for that, chapter markers made a lot of sense.
The way I understand it is that iMovieHD and the followons, were not adequate for phones and other new ways of sharing video so they pressed into service a program someone had developed to get his vacation videos from his phone to his Mac.
At the time, DVD's were on the way out, so they never bothered to add support.
So chapters have been gone a looong time.
I think that you can add chapters using the GarageBand app on your Mac. At least you can with version 6.0.5. Don't know if later versions have this feature.
With version 6.0.5 you import your video into a new created project. Then as you scroll through the movie, press the letter "p" on your keyboard to add chapter markers.

I don't want to try to prove a negative, but "chapter" does not show up in a GB manual search, and there are only a few topics about "movie".
I don’t know about later GB versions, but you can definitly add chapters with version 6.0.5.

Chapter markers were removed when GB 10 was released nearly 11 years ago (2013).
Earlier versions (GB 6.0.5 aka GB '11 & earlier) had chapter markers.
Yeah, given how hard it is to find old versions of any of the iLife products, I thought I should mention that the feature is not available in current GB's.
