I can solve the flickering videos uploaded to iMovie by opening them in QuickTime and converting to 1080 BUT is there a setting in my converter I can use to save time - bitrate, etc.?

You can set the bitrate with the Quality:Custom setting from the export box that appears when you export your project as a movie file.
From within the iMovie project you might try varying the speed to see if that eliminates the flicker.
