You can check whether the system is temporarily unavailable: ie: Check the System Status page to see if there are any outages. Apple - Support - System Status

Some watchOS features are not currently available in every region or language.

You may want to check: watchOS - Feature Availability - Apple

Wondering if you tried using the paired iPhone to install apps:

Hey, i had the same problem, so i downloaded VPN to the watch and then apps started to install without any problems, try it

I have the same issue l, just bought Ultra 2 but built apps: Watch Ultra 2 and I also noticed that all Built-in apps such as "Activity, Alarms, Music, Workout, Calculator, Find My & Others" don't seem to install. I keep getting an error message saying [Unable to Install "App" Please try again later.]

You may want to check that your new phone and Watch are correctly paired.
