VPP purchase, When hitting buy nothing happens?

Hi Good afternoon, I'm looking for some help please.

We have Apple School Manager set up as we work in that sector, I need to purchase 2 additional licenses for Logic Pro.

I have had our finance team add card details to our ASM Payments and Billing Section.

The problem occurs when I select logic pro from the list in the Apps, assign it to our company, select that I would like 2 licenses and then hit Buy.

It sits for a few seconds saying buying then returns to the buy button with nothing else happening.

No additional licenses or fees been taken from the card.

I have tried several browsers and devices to complete this purchase but none work so far.

Could anyone shine any light on this? Any ideas on what's happening??
