Startup files missing after Ventura 13.6.5 upgrade

I upgraded to Ventura 13.6.5 on my 2017 MacBook Pro and now all startup files are missing. I either need to find them, or I need direction for going back to the previous OS.

MacBook Pro 15″, macOS 13.6

Hi BRogers_AR,

have you sorted out the issue yet? For some users, booting to Safe Mode and then back to normal mode fixes this issue. If that won't work please browse to /private/var/db/com.apple.backgroundtaskmanagement/ and rename BackgroundItems-v8.btm file. It should recreate that file but with v9 in the name and Login and Background Items should start to work again.

As for other question, there's no way to downgrade without erasing the whole disk.
