The voicemails are STILL ON THE VERIZON SERVERS. i can check using my phone.
simple question -- how do i get them from the verizon servers back to my phone?
This is Apple's fault. something in the update intentionally -- by design or bad programming -- removed the saved voicemails from my device.
verizon does not know how to get them moved back and referred me to Apple -- as they should because it is apple's fault.

That’s the problem with having more than one discussion thread on the same subject. If you are going to start another thread include a link to the previous thread. there are thousands of post a day, so the chance of someone tying threads together without some hint are slight.
if you are expecting help from Apple this is not the place; this is a user to user forum with no direct participation from Apple.
coming back to your problem, apparently your iPhone isn’t syncing to the Verizon voicemail server, which is why the voicemails disappeared from your iPhone. So that’s the problem you have to troubleshoot. As you said you have cellular data on in the other thread, that is not the problem.
if you open the phone app, do you see the voicemail button? If you do, what do you see if you tap on it?
Have you been asked to update carrier settings? If not, or if you haven’t, go to Settings/General/About and let it sit for up to 30 seconds. If there is an update you will be asked to install it.
is your cellular data working? If you turn off Wi-Fi can you still access the internet with a browser or the Speedtest app?
something else that can interrupt communication is VPN. Do you have VPN installed? If you do, delete the VPN profile.
Having the same issue. Phone has been restarted, several times. Tried turning off Live Voicemail. Still nothing. Also reset network settings. Nada.
Force restart doesn't do a thing.
Anyone suggesting this is a carrier issue doesn't know what they're talking about.
This is clearly Apple's issue.
tl;dr: iOS 17.4.1 brought all of my voicemails back
I had all of the same issues original poster experienced, did all of the troubleshooting etc. Could only access my voicemails by calling my phone number (I have verizon). Last night my phone updated to iOS 17.4.1 and my voicemails magically reappeared.
Have you tried restarting your iPhone?

I lost my voice messages during the update and would love to know how to recover them. I have passed relatives that I would like to keep their voice. 💜
