Which update? iOS 15.8.1, or the just-released iPS 15.8.2? If the former, delete the download and re-download iPS 15.8.2. (Settings > General > iPhone Storage > find the downloaded update, and delete it.)

If iOS 15.8.2, remove any add-on security apps, any add-on VPN apps, or other such, restart the iPhone, and try the update again.
