The clips in the timeline are not separate clips. They have no existence of their own. They are just referencing the clips in the Media pane.
You can use the "Media" clips as often as you want in numerous timelines and cut them up to your heart's content but the originals will remain completely untouched.
If you think that you will be using clips in multiple projects, put the clips into an Event that will display in the sidebar. When you pen the event the clips in it will display in the Media browser. Then you can access the clips in the Event from any project that you are working on.
If you want to preserve your edits of the clip, you would need to copy the clip from the timeline of one project into the timeline of another project.

That would be a logical way to do it. However, if you want, you can import into a project and afterwards drag clips from the Project Media Browser into an Event. For example, there may only be a few clips that you want to use in multiple projects.

So then unless one is sure, all Media clips should import to Events 1st rather than project?
