“Find notes” action in shortcuts “cannot communicate with helper application”

I think there is a bug with the find notes action. When I use it to find a note with a specific title, it says “can’t communicate with helper application” when run. I have tried deleting the action and adding it, creating a new shortcut for it, using the ipad instead of the iphone to make the shortcut, restarting my devices, and updating ios, but none of these methods worked. The action still “cannot communicate with helper application”. Is this issue known? Can it be worked around?
