iMessage not sending text under iOS 17.3

Since updating my iPhone 13 to iOS 17.3 I have been having a text sending problem. I replied to a text to an iPhone user and the blue line at top of message got stuck at 90% (I am on home wifi). So it hadn't sent. Restarted phone. That text had disappeared. Tried again to send text, it sent but later it turned green as sent as sms.

My wife had something like this problem on iPhone SE iOS 17.3 that when texting from home. Then went out and found texts hadn't sent. Restarted her phone and messages disappeared.

I have never seen something like this problem with something as basic as texting.
