Iphone without SIM not holding wifi connection

We have an iphone we are using like an iPod touch- it does not have a SIM card. We have the correct wifi passoword entered, but it will connect for a few seconds then drop. All other devices are connecting to wifi without a problem. We thought it was a hardware issue and traded out the phone, but the issue persists. Any ideas?

I believe it's still possible, but from what I've read, to get it to work, it needs to have an active Sim put in it initially for activation. Once activated, I believe the sim can be removed.

I know that's true for activating iMessage and Facetime as those require the sending of an SMS to activate. It didn't occur to me that it might also be required for WiFi. Definitely worth trying!

My observation is that, sometimes things work and sometimes they don't. Does the new phone have the same iOS version as the previous one? If not, perhaps there's something different about the newer iOS version.
