You can't open the "PowerPreferences" settings pane because it is not available to you at this time.

Hi I found the fix.

I downloaded maintenance and had it fix/restructure all my systems and files. After restarting, the problem was gone. 

Works much better than apple’s disk utility, in that it actually works.

can download it for free. Apple won’t let me share the link but search on google onyx maintenance for macOS.
