It’s not Apple Pay that is restricted, it’s your Apple Cash account. Please review the support article I linked to below.

If your Apple Cash account is restricted or locked

Apple Cash is a service that’s administered by Green Dot Bank. Contact an Apple Cash Specialist at Green Dot Bank by calling (877)-233-8552 or by calling 1-800-MY-APPLE

My Apple Card was showing up as "restricted." Replaced Card thinking old card was beat up. Followed instructions and activated brand new Apple Card onto iPhone, and still "restricted." FIX: Open iPhone, go to Wallet app, click on Apple Card, click on top right Circle with 3 dots in center, click on Card Details, click on Call, talk to Apple rep, give them last 4 of your Social, they'll likely refer you to Goldman Sachs specialist who will walk you through rejected tracked transactions. If all goes well, Card will be unrestricted and good to go in an hour or so! Hope this helps. My issue was an out-of-state bar with a funny name. Good to know they're looking out for us.
