Why I cannot use split screen on my iPad Air?

I currently own a iPad Air M1. After a few days of owning my iPad, I noticed I do not have the 3 dots at the top middle of my screen on horizontal nor vertical mode. I tried restarted and hard resetting, but nothing works. I have stage manager, but I do not want to use that. What to do?

In settings, you will find different options for multitasking. Please reference attached screenshot.
