Can I pay for my iCloud subscription without setting up Apple Pay?
I have a website that is taking money out of my Apple Pay without my permission so i had to remove all payment information from my Apple Pay

Lets clarify, Apple Pay is used through the Wallet App, and has no real connection to iCloud.
If you subscribed to something using Apple Pay, then you need to cancel the subscription directly with the website in question. Removing your cards from the Wallet App, will not really do anything, as the subscription is already active an will continue to charge the payment method used directly.
To pay for iCloud, it used the payment methods added to your Apple ID. Some of those payment methods can come from the Wallet App, but Apple Pay is not involved there at all.
Follow the steps in the support document you posted from,and add your payment method to your Apple ID.
