How is my child still able to access websites that aren't on the allowed website list?

I had placed parental controls on my child's phone. For web content, I put that she can only have access to Allowed Websites. So every time she needed to go to a website for school that wasn't on the list she would send me a screenshot showing that the site wasn't allowed and then I would add the website to the list and then she would be able to have access. Now it's not even restricting her from websites. I know there's the option for Limit Adult Website where I can put sites on the block list, but it's just a lot of work always having to see the sites she goes on and adding them to the block list. I find it easier to use Allowed Websites and just adding sites as she needs them. So how can I fix it to where sites are restricted again when I have it on Allowed Websites. There are no updates needed on her phone, I reset the screen time passcode just in case, I switched it from Allowed Website to Limit Adult Websites and then back again. I even turned the phone off and on again and she can still access other sites.

I had the same problem on my kid's iPhone but not the iPad. So when comparing the two, I noticed that on the iPhone, the setting to share screen time settings across devices was selected, but not on the ipad. After I deselected the option on the iPhone, and reset all of the controls, it worked!
