Import Evernote ENEX Files to Notes

I have a bunch of Evernote notebooks I want to migrate over to Notes. I exported the ENEX files from Evernote for each notebook. All of my notebooks have imported into Notes without a problem. They ranged from 47MB to 5MB. The last notebook is 900MB. I can not get it imported. I broke it down into 300MB chunks and still no luck. I get the following message: File Not Imported This file has an issue and couldn't be imported into Notes

I re-exported it from Evernote many times and still no luck. Any advice? I dont have a MAC and am using a Windows PC to export the file then I upload it to iCloud for import into Notes using my iPad or iPhone.
