Anytime I connect the phone to a new wifi, it always tries to connect to a network i once used on a cruise ship. The connection fails and says: “Cannot connect to <network I did not try to join>.”
The wrong wifi is not listed in the known connections because I made it forget it to try and solve this. I have even reset the network settings multiple times, but still nothing has squashed this bug.

Okay, so it’s not Wi-Fi spoofing.
Shut off iCloud Keychain, wait ~30 seconds, force restart, re-enable iCloud Keychain. Continue to hold that third button press until the Apple logo appears, continuing to hold that third press past any sliders that might appear.
If that fails, you’re headed for a backup, factory reset, and restore, as Bob Timmins mentions.

Tap Settings > Wi-Fi
Tap Edit in the upper right hand corner of the screen
A complete list of all networks that have been joined are listed. Select the network that you want to delete.
Is this happening in one place, or everywhere this iPhone connects to Wi-Fi?
Do you have a Mac or PC available to run a Wi-Fi scan?
Are you willing to completely erase the phone and then set it up again?
No guarantees that this will work, but it is really about he only thing left to try at this point.
Yes, the network was deleted from know networks even before the last network reset.
