IMEI CHECK BLOCKED

You need to find the carrier that blocked it and ask why it was blocked. If this was a used phone a common scam is to report a phone stolen to get an insurance replacement, sell the phone, then report it stolen, which results in the IMEI being blocked.

IMEI is blocked, or SIM locked?

Same thing-ish but I have never seen IMEI blocked.

Does it show an available IMEI2?

You have been using the IMEI as an eSIM, correct?

If you have not been using eSIM then have you changed out the physical SIM?

Is the phone saying it is locked to the owner, or that there is a carrier lock?

Have you changed wireless providers or phone numbers?

Getting an IMEI blocked is common.

If you only block the SIM (physical card or eSIM), then all you're blocking is the phone number under that carrier. If you block the IMEI, then it doesn't matter who your carrier it is, the phone won't work.

Ask the person you bought the phone from.
