PowerPoint needs additional permissions to open a copy of a file

I'm trying to copy a file, say abc.pptx, to another folder. It opens fine in the folder it's in. But when I copy it (or even move it) anywhere else, I get a dialog saying "Additional permissions are required to access the following files: (abc.pptx) Microsoft Powerpoint needs access to the file named abc.pptx. Select this file to grant access." When I grant access, it says "Sorry, PowerPoint can't read abc.pptx". Anyone have any ideas?
