Can't add Visa to my account
when we add the credit card is says declined and its a new card

Is this a VISA card issued by a bank? Or is it a VISA prepaid debit card that you bought from a store?
If it was issued by a bank, speak to the bank to see why they are declining purchases.
If it is a prepaid card, Apple often doesn't accept them.
