Screen time/Downtime not working properly

i have two children and I have screen time for both. I have toggle off and on. Set restrictions. Delete and download apps. I’ve tried adding apps to always allow and then removing it. I tried everything and still there are certain apps that do not turn off during downtime. TikTok and Netflix to be specific. They do not turn off during downtime. All phones are iPhone 14 and updated.

I'm having a similar issue. I've had screen time working just fine for my kids' iPads until they were updated to iOS 17.2 this morning. Without my changing any settings they are now blocked from using their iPads during unrestricted times.
