On my Apple Watch I change the background pictures and my Clock is digital and displayed in white. Is there anyway you can change it to black so it shows up better on lighter color display pictures.

So you're using the Photos face? If so, no, you can't change the color of the time display. You can move the clock display to the bottom of the screen. If that part of the picture is darker, that might help. Or use a different picture.
