Apple support said my IPhone 7 Plus would be compatible with an Apple Watch SE Gen 2 but it’s not. My Apple watch app says it’s out of date and I need to update the iOS. Is there a way to make these two devices compatible? My iPhone 7plus is up to date with iOS 15.8

No. That watch requires an iPhone 8 or newer to pair(iPhone XR/XS or newer if it's on watchOS 10).
