You can use this link to activate your account.

If a message says 'Your account has been disabled in the App Store and iTunes' - Apple Support

There is also a link on the bottom of that page to Contact Apple if additional support is needed. This could be a problem with your account that needs to be addressed by Apple directly.

The apple id is inactive, this is not the same as locked. For an inactive Apple ID, please Contact - Official Apple Support to let support staff activate your Apple ID
