Since the latest iphone update, 17.1.1, when I double tap hold the earbud logo to fast forward, specifically when in the apple podcast app, playback switches to 2x speed. Is this a bug or a feature? How do I fast forward using the Powerbeats Pro controls?

This happened to me too...but....now this info may be out there somewhere, but I don't see it in the manual .
When listening to Apple podcast , there is a button sequence that you can push button once, then quickly again with a hold and it speeds up to 2x. To return to 1x , push button twice and hold the third. Hope that helps!
Same problem with my new beats flex - can't figure out how to FF/RWD in podcasts.
Easiest way I’ve found is asking Siri to rewind or FF either seconds or minutes
