Why did Software Update stop working?

Have you installed any third-party AV-ware, Cleaning-ware or a VPN?

If so, they can block the Mac's normal operation and need to be uninstalled as per the developers directions.

What year model is your Mac mini?

If the normal update process does not work, as per > Update macOS on Mac - Apple Support

Try updating in Safe Mode, as per > If an error occurred while updating or installing macOS - Apple Support
