So what setting is turned off or on? It gives no option to add a card. All the forums deal with a card that can't be added because of financial restrictions. This gives no opportunity to use Apple pay. Please advise. Thank you, Iain

We live in the same house in the same country. So yes, Canada supports Apple Pay. As I put in my question, it has nothing to do with location or financial institutions. She can’t even try to add a card. Again, in my question, I showed the two phones after add card was tapped. I want to know why the ‘learn more’ screen comes up.
Try going to Settings>General>Language & Region>Region and, regardless of what it says, re-select your region. A couple of years ago, I was missing the "+". My region was listed correctly but, once I re-selected the exact region that showed, it all worked again.
