Declined calls on Apple Watch not going to voicemail

I've recently been having an issue where phone calls that I decline on my Apple Watch Ultra do not go to my voicemail: instead, the caller gets multiple rings, then a message that the call could not be completed as dialed. I updated the watch to the latest WatchOS 10.1, but am still getting the same. Declining calls on my iPhone still sends the call to voicemail as expected.

I just got a new iPhone 15 Pro Max, but this issue may have been happening before that; I can't be sure.

Can someone help?

I had a similar situation that was solved by going through the carrier’s voicemail setup procedure (even though my voicemail was already “working”). Once I did that declined calls from the watch and the phone both went to voice mail.

Interestingly, when using the “standard” (i.e. non-custom) greeting the caller gets a different “standard” greeting depending on whether I decline from my watch vs the phone, so the watch/phone pair is doing something different depending of how I decline the call. If I record a custom greeting the caller always gets that regardless of how I decline the call.
