If an app or feature on your device is not working, not appearing, or is restricted (grayed out), it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.

Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes.

I followed the same steps to turn off screen time and allow in account changes but it still wouldn’t let my sister sign out. We have Family sharing set up & I am the organizer. I went into my settings on my phone and selected my sisters name and scrolled all the way down and selected “ stop managing screen time “ then I went back to my sisters phone to sign out and it worked
Go to Go to Settings ➜ Screen Time ➜ Content & Privacy ➜ Account Changes ➜ And make sure its set to "Allow".
You would need to disable the restriction that is preventing you from signing out.
Why is it restricted?
Is this a corporate, or school owned device?
Why are you trying to sign out of it?
Did you purchase this device used?

I have the exact same issue. It’s my personal phone, not company owned or something like. I logged in with a secondary account of mine too.
I went to screen time, content & privacy restrictions as you said, everything is in allowed, but still does not make me log out of this account to log back in with my usual one.
i made a Apple ID for my cousin in my phone and now it won’t let me log out of it due to restrictions and I’ve done everything google says to do and it’s still not workong
