The ONLY way to get into an Activation Locked iPhone is to enter the Apple ID and Password which were used to set up the phone. I'm assuming you don't the Apple ID or Password? Did you buy a used iPhone from someone and it is Activation Locked? If you did, you've likely been scammed and the phone is utterly useless. Apple will not help unlock an Activation Locked phone unless you are the original buyer and you can prove it with the original purchase receipt.
If you did buy a used iPhone and you can't reach or don't know the owner who set up the phone, try to get your money back. If you can't get your money back, recycle the phone as you can never use it.

There might be some confusion here about "locks".
Activation Lock appears if you need to enter the Apple ID and Password of the person who originally set up the phone.
Carrier Lock refers to the process of ending your cellular service with one provider and starting up new service with a different provider.
If your phone is carrier locked.....likely it is.....you will need to contact the carrier to which the phone is currently locked and have them unlock the phone for you. In most cases, you have to fulfill the terms of the agreement with your carrier before they will unlock the phone.
Then.....you can contact a new carrier and get new service set up with the new carrier.
