I bought new iphone 15, and tried to add cellular data but there is no option appear and I asked from support team from apple via online chat, but they said my iphone is only supporting 2 physical sim. How impossible that iphone 15 pro max having lower option than iphone 14.

It depends on the market your iPhone was manufactured for.
For China, HongKong, Macao markets, iPhones do not support eSIMs, just two physical SIM cards.

If eSIMs are so important for you, then yes, there's no way to install them on your iPhone model code.
