GPS Location is off

With my new iPhone 15 running iOS 17.0.3 I have noticed that if my cell phone is not sitting on top of my dashboard, the GPS signal is showing me several 100 yards off my actual location, forcing both Apple Maps and GoogleMaps to continuously try and reroute my directions. Is anyone else experiencing this?

With your permission, Location Services allows apps and websites (including Maps, Camera, Weather, and other apps) to use information from device sensors, including cellular1, Wi-Fi2, Global Positioning System (GPS)3 networks, and Bluetooth4 to determine your approximate location5.

Make sure that WiFi is enabled. It doesn't have to be connected to a network, just turned on.
