How can I restore my iPhone to a previous back up
I deleted my notes from my iPad. And then deleted them from deleted notes folder. As I’m selling it. But it deleted the same notes off of my phone also. I need them back

That would indicate you are using iCloud to sync your Notes, this is expected behavior. Whatever action is done on one device or icloud.com/notes automatically syncs and happens with all devices with iCloud Notes turned on because it is a syncing feature, not a backup feature.
"You can recover and edit notes you deleted in the last 30 days on iCloud.com or on your devices that are signed in with the same Apple ID. However, you can’t recover notes you permanently removed."
