Disputing an Apple Cash transaction

I made a purchase with money i had on Apple Pay/Cash, but I never received the service and contacting the merchant didn’t work. Is there a way to dispute this charge to get the money back? It only lets me report an issue, and all the other articles and support help talk about the Apple card not regular Apple pay.
