Hello okhan_789,

According to this related page: If you can’t turn on or sign in to iMessage or FaceTime on your iPhone

If you're using an iPhone, you need SMS messaging to activate your phone number with iMessage and FaceTime. Depending on your carrier, you might be charged for this SMS.

If a prompt appears stating "Your carrier may charge for SMS messages used to activate FaceTime and iMessage", tap "OK" to allow possible SMS charges.

See related information here, if using iPad or Mac: If you can't sign in to your iMessage account or FaceTime on your Mac

You can also find related details here about this: Add or remove your phone number in Messages or FaceTime

To set up a phone number to use with Messages or FaceTime, you need an active SIM or eSIM associated with that number.

At this point, we would recommend contacting your wireless carrier for further help: Wireless carrier support and features for iPhone in the United States and Canada Select the appropriate region at the top for more relevant information.

Hoping this helps out.

Take care.
