Installer Progress Freeze

After start up and log in my iMac screen is gray, all I see is the toolbar, no applications will open and the computer is stuck on “Installer Progress” with the rotating color wheel in an endless spin. A restart did not fix the problem. Can anybody help?

iMac 27″, macOS 10.13
