why is screen time no longer working?

The screen time for my daughter used to work seamlessly until about a few months ago and I’ve tried everything and it’s still not working. It’s enabled, I have her Apple ID listed under family sharing, apps have set time limits, downtime is scheduled etc. It’s set up properly at my end from

what I can see unless apple has changed something. It seemed to work off and on the last few days after I changed the downtime schedule but now it’s not working again. Why is this so difficult? It worked perfect before.. Anyone find a way to fix this? Seems to be common.
