Using quick start or an alternative with ABM

It appears that if a device is enrolled into ABM, one cannot use Quick Start to switch from an older device to a newer one.

Is that true or can this be a setting that I can disable?
If there is nothing that can be done on the ABM side, what's the workaround for having my employees upgrade their devices in the easiest way possible?
