New Iphone Stuck on Install Now Software Update 17.0.3

I have a new iphone 13 mini and am transferring my old iphone 8 data to the iphone 13. I have tried to do this twice after waiting a really long time for the software update to complete, then it said, "install now" - well I thought I already did that which is what the progress bar was for? And now the wheel next to "install now" is just spinning endlessly doing nothing which is what it did on our first attempt. There is nothing wrong with my internet and my iphone 8 is up to date. What do I do?!

Same issue. But what do you mean by 'reset the phone'? Is it the General > Transfer or Reset iPhone > Reset (all settings) or Erase All Content and Settings?

Would it go back to the initial iOS version if I did the Quick start again after installing the latest version and resetting? TIA

Open the new iPhone and install the latest version of iOS without starting quick start. Then reset the phone, and start quick start.
