Can't install iOS 17.0.3

I cant install IOS 17.0.3 keep saying manage storage, I deleted most of my Apps and empty storage

IOS 17.1 not installing so i use an iPhone 12 mini and i'm trying to install ios 17.1 but it says i need at least 556.8 MB of free storage available during installation and i have 2.9 GB of free storage left and it wont install anyone know why this is? or do i just have to take this to apple to see whats wrong?
